Should I send the letter?

If you are unsure, wait a day and read it again first.
Is anything I write saved, sent, or seen by anyone?
No. The whole tool runs in your browser with no account and no sign-up. Can writing a letter give me closure without contacting him?
It can give you the part of closure that was ever available to you. The other part, an explanation or an apology from them, is not something you can get by asking, and most people who do ask get an answer that does not settle anything. What the letter does is finish the sentences you have been half-saying for weeks, so the loop has somewhere to land.
What if writing it makes me feel worse?
That is common in the first hour, especially in the part about what it cost you. It usually settles by the next day. Stop if it stops being useful.
